The Private Security Agencies (Regulation) Cell (PSARA cell) under the Internal Security Branch aims to strengthen internal security and public safety by ensuring that private security agencies operate under a transparent regulatory framework in compliance with the Private Security Agencies (Regulation) Act, 2005 and the West Bengal Private Security Agencies (Regulations) Rules, 2024.

The Cell processes applications for grant and renewal of licences for private security agencies, including verification and monitoring of compliance with statutory provisions under the Private Security Agencies (Regulation) Act, 2005 and the West Bengal Private Security Agencies (Regulations) Rules, 2024.

It ensures that licensed agencies meet prescribed requirements relating to training, manpower, operational standards, and record maintenance. The Cell ensures compliance of provisions of the Private Security Agencies (Regulation) Act, 2005 and the West Bengal Private Security Agencies (Regulations) Rules, 2024 by arranging regular inspections and hearings followed by punitive action against the Private Security Agencies for non-complaince/default.

The Cell also oversees maintenance of records and databases of licensed private security agencies and supports implementation of digital licensing systems for improved transparency and efficiency.

The Cell is headed by the Controlling Authority under the Private Security Agencies (Regulation) Act, 2005, who is usually an officer of the rank of Senior Special Secretary or Special Commissioner. The Cell is supported by the Senior Deputy Secretary, Deputy Secretary/ Assistant Secretary , Special Officer, Section Officers, Head Assistant, Upper Division Assistants, and Lower Division Assistants, as per the departmental allocation of business. The Cell works in coordination with the Secretariat Establishment, Accounts, and other branches of the Department.
