The Home Guards Cell of the Home & Hill Affairs Department deals with matters relating to appointment, pay and allowances, service conditions, and terminal benefits of Home Guards in the State of West Bengal. It covers both the West Bengal Home Guards Organisation and the Kolkata Police Home Guards Organisation.
The Home Guards are a voluntary auxiliary force constituted under the provisions of the West Bengal Home Guards Act, 1962 to assist the police and civil authorities in the maintenance of public order and in the discharge of such duties as may be assigned to them under the Act and the rules framed thereunder.
The Home Guards Cell handles policy, administrative, and service-related matters concerning the Home Guards organisation in West Bengal. The Cell processes proposals relating to pay and allowances, honorarium, uniforms, equipment, training grants, and other admissible benefits of Home Guards personnel in accordance with applicable Government orders. It also examines matters relating to appointment, absorption, conversion of part-time posts to full-time posts where applicable, fixation and revision of pay scales, disciplinary matters, and conditions of service.
The Cell coordinates with district authorities, the police administration, and the Home Guards headquarters for operational requirements and ensures compliance with statutory provisions, rules, and executive instructions governing the Home Guards force.
The Home Guards Cell is headed by the Special Secretary, followed by the Deputy Secretary, Officer on Special Duty (OSD), Section Officer, and supporting staff including dealing assistants, as per the departmental allocation of work.
