The Accounts Branch deals with accounts matters including payment of bills and allowances, bills pertaining to various procurements and services rendered to the Home & Hill Affairs Department. It also handles claims and bills relating to Ministers, officers and staff posted in the Chief Minister’s Office, Office of the Bengali Translator, Registrar of Publications, West Bengal Secretariat Library and some staff of the Governor’s Secretariat.

The Branch prepares and processes various bills, including monthly salary bills; GPF (Refundabale/ Nonrefundable, final payments), advances and withdrawals; TA/DA, LTC/HTC, and transfer TA; medical reimbursement of all the officers and staff as well as pensioners of this Department; telephone, internet, newspaper and car allowance bills; and other admissible staff and office-related claims. All bills are prepared through the IFMS portal, using the HRMS and e-Billing modules, on the basis of approved administrative sanctions and supporting documents, and are forwarded to the Pay and Accounts Office for payment.

The Branch maintains bill and expenditure records, monitors budget utilisation against allotted funds, verifies the completeness of documents accompanying bills, and undertakes monthly reconciliation with the Pay and Accounts Office. It assists in the preparation of Budget Estimates and Revised Estimates and preserves financial records, sanctions, and vouchers for audit purposes. Bills are processed in the Accounts Branch under the authority of the Drawing and Disbursing Officer (DDO) of the Department.

The Branch is headed by the Senior Special Secretary/Special Commissioner/Special Secretary, followed by the Joint Secretary, the Deputy Secretary & Drawing and Disbursing Officer (DDO), the Section Officer, the Head Assistant, and supporting staff comprising Upper Division Assistants, Lower Division Assistants, Record Suppliers and Group D staff.
