The FA Cell of Home & Hill Affairs Department provides advice on financial matters, procurement proposals and budgetary planning to the Head of the Department. This Cell ensures compliance with the prescribed Financial Rules, Treasury Rules, procurement policies, regulations and DFPR Rules issued by Finance Department from time to time. The cell examines and screens expenditure proposals including those that are required to be referred to the Finance Department for concurrence or comments.

The Cell ensures timely follow up and action on Audit Reports, Appropriation Accounts and Reports of the Public Accounts Committee, Estimates Committee and Committee on Public Undertakings. It prepares Budget estimates relating to the H & HA Department and prepares draft Budget speech of the Hon’ble Chief Minister and MIC, Home & Hill Affairs Department.

The Cell also processes matters relating to allocation of Administrative Expenditure and SDS funds to various Directorates and Offices under the Department, as per instruction issued by the Finance Department from time to time and monitors utilization of fund under approved schemes including timely submission of U.C.

The Cell apart from maintaining liaison with the F.D., also maintains liaison with the O/o the Accountant General, West Bengal in matters relating to Audit observations, compliance report and related financial communications. This cell compiles Broad sheet reply (BSR) of all auditee units and forwards the same to AG, WB with valued recommendation of the Head of Department.

The Cell is headed by the Financial Adviser, assisted by Deputy Financial Adviser and two (02) Assistant Financial Advisers, Upper Division Assistants and other supporting staff as per Departmental allocation of work.
