General Establishment Branch

The General Establishment Branch functions as the administrative unit responsible for handling establishment and personnel matters of the Secretariat Wing of the Home & Hill Affairs Department. It also deals with establishment related matters of Governor’s Secretariat and the Chief Minister’s Office.

The Branch manages transfer and posting of employees, pay fixation, increments, leave, LTC/HTC, service verification, APR/ACR processing, maintenance of Service Books, GPF/GIS nominations, advances, and withdrawals and pension cases. It processes IC/NOC for passport and foreign travel, different types of NOCs (Exams, property purchase), medical reimbursements and other admissible staff entitlements.

The Branch also looks after Vigilance matters and the Pension matters relating to the officers and staff of the Home & Hill Affairs Department. It also handles establishment related matters of employees of the Bengali Translator’s Office and the West Bengal Secretariat Library.

The Branch deals with specific procurement of office stationery, furniture, equipment etc ; processing of telephone, newspaper, and car allowance bills; and related record management. Government digital platforms such as e-Office and HRMS (IFMS) modules are used for processing official work.

The Branch is headed by the Senior Special Secretary/Special Commissioner/Special secretary of the department and is supported by the Joint Secretary, Deputy Secretary, Assistant Secretary, Registrar, Officer on Special Duty, Section Officers, Head Assistants, Upper Division Assistants, Lower Division Assistants, Record Suppliers and Group D staff.
