    1. Upholding of the Constitution. 2. Conduct of elections to the Legislature. 3. Determination and maintenance of the structure, organisation and procedure of the machinery of Government. 4. Control and management of Indian Police Service (including Officers of the Eastern Frontier Rifles), the West Bengal Police Service, and the Assistant Commissioners of the Kolkata Police and subordinate rank of Police Force including the issues relating to vigilance matter in co-ordination with the State Vigilance Commission, West Bengal. 5. Co-ordination of all governmental activities. 6. Maintenance of the public security, peace, order and tranquillity. 7. Determination of ceremonial procedure and precedence. 8. Conduct of activities involving relations with foreign powers and their representatives and determination of questions of nationality. 9. All matters connected with the Governor’s Secretariat. 10. All matters connected with the West Bengal Police Housing & Infrastructure Development Corporation Ltd. 11. All matters pertaining to Rajya Sainik Board. 12. Promotion of social, economic, educational and cultural advancement of the people residing in the hill areas of the district of Darjeeling and financing regulation and inspection of the bodies established for this purpose. 13. All matters in connection with or in relation to the constitution and functioning of the Gorkhaland Territorial Administration. 14. Co-ordination of all development schemes and projects in hill areas of the district of Darjeeling. 15. Discharge of functions not specifically allotted to any other department.
